How to collect a document already issued in Poland
Collecting (odbiór) a Polish document through a third party is routine — with a fiscal detail that surprises: the power of attorney to collect may carry its own fee. Poland charges a 17 zł opłata skarbowa for a pełnomocnictwo presented to the administration — except between close family members, who are exempt.
Who may collect
The requester — or a bearer with a written upoważnienie/pełnomocnictwo: identification of the authoriser and the collector, the specific act, date and signature, with a copy of the grantor's document. Close family (spouse, parents, children, siblings, grandparents/grandchildren) present the power of attorney exempt from the fee; third parties outside the family pay the 17 zł opłata skarbowa for the power of attorney — with the receipt attached.
The upoważnienie that works
- Title: “Upoważnienie” or “Pełnomocnictwo”.
- Grantor: name, document number (and PESEL, if they have one).
- Bearer: name and the document they will present.
- The act: “do odbioru odpisu aktu urodzenia…” — specific.
- Date, signature, a copy of the grantor's document — and the 17 zł receipt when due.
Hours and the counter ritual
Polish urzędy open early (7:30-8:00 opening is common) and close early; some have one extended-hours day per week. Ticket systems in the cities. And the counter check has a Polish item: the diacritics — Łukasz is not Lukasz on an official document; an accent error is a name error, and it gets fixed on the spot or becomes a proceeding.
After collection
If the destination is Brazil: apostille at the MSZ in Warsaw (the internal logistics leg — a Gdańsk document is apostilled in Warsaw) and tracked shipping. A well-designed local mission does odbiór + MSZ + post in one or two days, with geography favouring whoever is in the capital.
