Filing in Poland means passing through the biuro podawcze — the intake window that stamps, dates and hands back your copy. It is an honest, functional system, with the classic division of the digitised East: whoever has state credentials (profil zaufany) solves it from the couch; whoever doesn't needs the window or the post.
Where filing happens
- The biuro podawcze of the competent urząd (USC, city hall/urząd miasta, voivodeship) — the universal intake window.
- Poczta Polska, registered letter (list polecony): the posting date counts as the entry date for administrative deadlines — the rule that saves whoever is far away.
- ePUAP — full digital entry, for whoever has the profil zaufany.
The potwierdzenie
The in-person proof is the entry stamp on YOUR copy (always bring two copies) — date, urząd and, when there is one, a number. By post, the registered posting receipt + the acknowledgment of receipt. With one of those papers, a case exists; without, hope exists. The number/sygnatura that comes in the reply governs all the tracking.
When presence pays off even with the postal rule
The Polish postal rule removes the urgency from many filings — but the window remains unbeatable when: there is a fee to pay alongside (opłata on the spot), the application needs originals checked, or you want to leave with the answer about what is missing instead of discovering it by letter weeks later. The bearer brings two copies, the opłata receipt and written instructions.
What to demand from whoever goes

Does the posting date really count as entry?+
For Polish administrative deadlines, registered posting with Poczta Polska (the designated operator) counts as the filing date — an explicit legal protection. Postings from outside Poland do not enjoy the same rule: there, arrival counts.
How long until the answer?+
The Polish administrative code (KPA) works with the standard of up to one month for common cases and two for complex ones — with communicated extensions. Past that with no news, chase with the sygnatura.
