How to request an odpis at a Polish USC
The USC — Urząd Stanu Cywilnego — is the Polish registry office, and since computerisation it became a national counter: any USC issues the odpis of any record in the country. The local liturgy has three keywords: wniosek (the application), opłata skarbowa (the fee) and dowód (the proof of identity and connection).
Any USC will do
Since the register is central, a record drawn up in Kraków comes out at a Warsaw USC — choose the counter by convenience. The practical exception: records not yet migrated to the central system (old ones, recently transferred from archives) may require the USC of origin, which performs the migration before issuing — with days to weeks of waiting.
The wniosek and the opłata
The application asks for:
- The record's details: name (with the right diacritics!), date, place — and the USC of origin, if known.
- The format: odpis zupełny (full — for proceedings) or skrócony (abridged; a multilingual version exists).
- Your connection to the holder: Polish law lists who may (holder, ascendants, descendants, siblings, spouse, proxy) — bring proof.
- The opłata skarbowa paid BEFORE (33 zł zupełny, 22 zł skrócony, typically): the payment receipt accompanies the wniosek — without it, the request doesn't move.
Counter, post or ePUAP
The counter: the fastest — morning hours, civilised queues. Post: works, with the opłata receipt attached (the foreign knot: paying in złoty). ePUAP, the state portal: excellent — for whoever has the Polish profil zaufany, which a Brazilian without ties doesn't. For whoever requests from Brazil, the usual equation: slow post with difficult payment, or someone at the counter.
The 100/80 frontier
Birth +100 years, marriage/death +80: the book left the USC and lives at the Archiwum Państwowe — another counter, another fee, another product (a certified copy of the book, in the era's language). Before requesting, date the record: the right door saves weeks of re-routing.
Frequently asked questions
How do I pay the opłata skarbowa from abroad?+
It is a transfer to the municipality's account — in złoty. From Brazil: an expensive international transfer to pay 33 zł, or someone local who pays and attaches the receipt. It is the classic bottleneck of the remote Polish request.
I'm a great-grandchild — am I on the entitled list?+
Direct descendants are. Prove the line with the chain's certificates (translated ones help) or present a pełnomocnictwo (power of attorney) from a closer entitled person.
