How to request a svidetelstvo at a Russian ZAGS
The ZAGS serves with classic Russian formalism — the zayavlenie (application) in the right format, the gosposhlina (state fee) paid, the identity document checked — and it works well for those who arrive with the papers in order. From abroad, the doverennost is the instrument; the consulate, the natural notary to draw it up.
The zayavlenie and the kit
- Name in Cyrillic (from the family's documents — transliterating back into Russian is treacherous) and in the known Latin forms.
- Date and place of the event — with the Soviet-era name when the city changed (Leningrad/St. Petersburg).
- Parents' names with patronymics; the act's type.
- The proven connection — Russian law lists the entitled (holder, relatives with proof, representatives).
- The doverennost for third parties — consular or Russian notarial.
The gosposhlina
The state fee (a few hundred rubles for duplicates) is paid through Russian channels — local banks, Gosuslugi for residents. From abroad, it is the representative who pays; on the consular route, the consular fee embeds the procedure. The payment knot, sanctions version: without a local channel, there is no way to pay — one more role for the power of attorney.

The ZAGS counter (any of them, for acts in the unified register); the MFTs (the 'My Documents' multifunctional centres — the Russian single counter that dispatches to everything); the consular route from abroad. ZAGS emails exist and sometimes answer — don't count on it.
The pre-1917: the archives
The confessional registers live at the regional and historical archives — which answer international requests irregularly at the moment. The smart route: check FIRST the international microfilms (the genealogy projects copied immense fonds — Volga Germans, Jewish communities, entire parishes); the copy outside Russia may spare the archive inside.
