Germany has its own relationship with filing: the mail is taken so seriously that much formal “entry” happens by registered letter — but when the act demands presence (originals, signatures, fatal deadlines), it truly demands it. Knowing which of the two worlds your case lives in is the first decision.
Where filing happens
- Standesamt — civil registry acts (requests, rectifications, registrations).
- Bürgeramt/Bürgerbüro — the municipal citizen's counter, for general applications.
- Specific Behörden (Ausländerbehörde, Finanzamt…) — each with its own filing desk and its own Termin.
- In writing: a letter by Einschreiben (registered) has strong evidentiary value in German administrative practice — for many applications, it is full entry.
The proof of entry: the Eingangsbestätigung
In person, demand the Eingangsbestätigung — the receipt confirmation with the date and, when there is one, the case number (Aktenzeichen). By mail, the Einschreiben's delivery notice plays the role. The Aktenzeichen is what rules everything afterwards: without it, you do not have a case — you have a hope.
When presence is unavoidable
Originals that must be checked at the desk, in-person signatures, acts with personal identification — and cases with fatal deadlines where you do not want to depend on the mail. For those, the bearer with a Vollmacht and a dossier steps in: a booked Termin, two copies of the application, written instructions on what to accept.
What to demand from whoever goes
A photo of the Eingangsbestätigung (or of the stamped copy), a legible Aktenzeichen, date/time, the Behörde's name — and the account of what the clerk said, especially about missing documents and deadlines.
