How to get a Norwegian certificate without traveling
Norway follows the Nordic tax-registry model: the Skatteetaten keeps the folkeregisteret and issues the attestations — and for the historical side, the country built a monument: the Digitalarkivet, the church books (kirkebøker) digitized and FREE, covering centuries of the nation that sent half a million emigrants to the Americas.
The Skatteetaten and the attestations
Fødselsattest, vigselsattest, bostedsattest — the attestations come out of the population register via the Skatteetaten: online for the credentialed (the Norwegian BankID), by form/phone for the rest. The fødselsnummer (the personal number) is the key; English, current.
The Digitalarkivet
The Church registered Norway until the 20th century — and the National Archives digitized the kirkebøker and published them for free: baptisms, marriages, burials, the emigration lists (utflyttede!) searchable from home. For Brazil's Norwegian roots (Espírito Santo has colonies!), the homework is glorious.
The decentralized apostille
The Statsforvaltere (the county governors) apostille — Norwegian decentralization: the document is apostilled in the region, with no mandatory trip to Oslo. The internal postal flow covers the rest.
The typical route
Attestation (Skatteetaten — the international phone line answers in English) or the archive's certification → apostille at the Statsforvalter → courier via Oslo (3-5 days) → the rare Norwegian translation OR the bilingual/English attestation the tax agency issues for several purposes — the usual Nordic question.
Norwegian patronymics became surnames late (the 1923 law!) — great-grandfather Ola Hansen was 'Ola son of Hans', and his brother could sign Olsen. For the 19th century, the farm (the gårdsnavn) frequently named people: the 'Bakken' family lived at Bakken. Norwegian genealogy has its own grammar — and the Digitalarkivet teaches it.
