How to get a Sri Lankan certificate without travelling
Sri Lanka registers at the Registrar General's Department — with TRILINGUALISM as its hallmark: Sinhala, Tamil and English coexist in forms and certificates (the official English translation comes from the department itself!). The country is OUTSIDE the Hague: the Colombo MFA chain + Brazilian legalisation closes the international leg.
The Registrar General and the three languages
The records are registered at the local divisions and consolidated at the department (Battaramulla, in Greater Colombo). The certificate comes out in the registration's language — and the department issues the OFFICIAL TRANSLATION into English, the format that spares the sworn Sinhala/Tamil translation (extremely rare in Brazil).
The chain without the Hague
The rite: certificate + official translation → the MFA's Consular Affairs in Colombo → the Brazilian legalisation (the embassy in Colombo) → the world. Links of days-weeks; the complete series in three to five typical weeks.
The typical route
Certificate via executor/power of attorney → the department's official translation → MFA → legalisation → courier from Colombo (4-7 days) → the sworn ENGLISH translation in Brazil (cheap). The corridor's golden rule: order the official translation TOGETHER — going back for it costs weeks.
The Registrar General's own official English translation is what makes the corridor viable — sworn Sinhala/Tamil translations practically don't exist in Brazil. Order certificate + translation in the SAME request, and check that the series legalises both pieces.
