Documentary China works unlike anything else in this guide: the document that travels abroad is not the registry's 'certificate' — it is the NOTARIAL certificate (公证书, gongzhengshu), issued by the notarial offices (公证处, gongzhengchu) based on the hukou (the household register) and the archives. And the news that changed the corridor: in November 2023 China acceded to the Hague Convention — the apostille replaced the old double legalisation that used to cost months.

The hukou and the document that travels

The hukou is the family household register — the spine of the Chinese civil system. For internal use, it and the medical birth certificate (出生医学证明) suffice; for abroad, the established standard is the notarial one: the gongzhengchu verifies the records and issues the notarial certificate of birth/kinship/marital status — frequently already bilingual (Chinese + English or the destination language), ready to apostille.

The Hague turn (2023)

Since 7 November 2023, Chinese documents receive an APOSTILLE — issued by the MFA in Beijing and by the authorised provincial Foreign Affairs Offices (FAO) — in place of the old chain (MFA legalisation + Brazilian consulate). The corridor shortened from months to weeks and got cheaper in the same proportion. Documents legalised under the old regime remain valid.

Who requests — and the representative's role

The Chinese system operates on local identity (the shenfenzheng) and, increasingly, on WeChat — the foreigner without a connection doesn't navigate alone. The real path: a representative in China (with a power of attorney — the one made in Brazil goes with apostille and translation; the one drawn up at the Chinese consulate, in the house format) who activates the gongzhengchu of the registration's city. For Chinese citizens in Brazil, the consulates broker several notarial acts.

The typical route

Representative → the city's gongzhengchu (verifies hukou/archives, issues the bilingual notarial) → apostille at the provincial FAO → courier (the big ones operate normally in China) → sworn translation in Brazil when the bilingual isn't enough — and Chinese has sworn translators in reasonable numbers, with the São Paulo community as the hub.

The pre-1949 is another documentary country: republican and imperial records are fragmentary, and the traditional source is the jiapu — the clan's genealogical book, kept by families and associations. For old chains, the kinship notarial based on testimonies and available records is the instrument the system offers — discuss the case's design with the gongzhengchu.
