How to get a Bolivian certificate without travelling
Bolivia keeps its civil registry in a curious institutional place: the SERECÍ — the Servicio de Registro Cívico — lives under the Supreme Electoral Tribunal, a heritage of local history. The system digitised well: certificates come out of the offices (and increasingly online), and since 2018 the apostille replaced the chained legalisation. The certificates of nacimiento, matrimonio and defunción come out of the SERECÍ offices (departmental and regional) — the computerised registry issues at any office for the digitised acts, and the portal advances in electronic issuance. For the old acts in books, the oficialía of origin remains relevant.
The 2018 apostille
Bolivia acceded to The Hague in 2018 — the Cancillería's apostille (with departmental offices) replaced the old chain of legalisations. The modern flow: SERECÍ certificate → apostille → done. Documents legalised under the earlier era remain valid.
The Bolivian eras
The Bolivian civil registry consolidates around 1940 — before, the parishes registered with validity: the Catholic books of La Paz, Cochabamba, Sucre and the altiplano keep the 19th century and beyond, with the genealogy microfilms covering them extensively. The authenticated parish partida is the era's document.
The typical route
Certificate (SERECÍ office — via an authorised person when from afar) → apostille at the Cancillería (La Paz or departmental) → courier (3-6 days via La Paz/Santa Cruz) → the Spanish translation page. The Andean corridor is accessible; the interior's geography, as in Peru, is the variable.
Transliterated Aymara and Quechua spellings vary (Mamani/Mamaní, Quispe/Quisbert) and the custom of the maternal surname oscillates in the old records. List the variants — the Andean registrar knows the phenomenon and searches with you.
