How to file a document in Peru
Peru files through the mesa de partes — the national institution of receiving — and digitised it in the MPV (mesa de partes virtual) most agencies keep. The 'cargo' (the stamped copy returned) is sacred in Peruvian administrative culture: without a cargo, it didn't happen.
The routes

The expediente and the cargo
The número de expediente governs; the cargo proves. The Peruvian administration works with legal deadlines (each agency's TUPA publishes them — the national procedures table) and answers the formal follow-up with the number.
When people are needed
Originals, fees in soles at the cajas, and the interior without a reliable MPV. The bearer brings the copies, the carta poder when acting for another — and the local reverence for the well-stamped cargo.
