Japan distinguishes the todokede (the notification — marriages, moves, deaths are NOTIFIED to the municipality) from the shinsei (the application that requests something). Both pass through the madoguchi and generate the uketsuke — the receipt record that is your proof. For whoever is in Brazil, the question is the usual one: what accepts mail, and what requires people.

Where filing happens

  • The municipality (shiyakusho/kuyakusho) — the universal counter of Japanese civil life.
  • The hōmukyoku (justice bureaus) — real-estate and corporate registries.
  • Post: municipalities accept well-assembled todokede and postal orders (with kogitte and return envelope) — the ritual replaces the queue.
  • Digital: Japan advances slowly here; without a Japanese MyNumber, the portals are not for you.

The uketsuke as proof

At the counter, receipt generates a dated record (uketsuke-bi) — ask for the receipt or note the number when there is one; for important todokede (marriage!), the municipality issues receipt certificates (juri shōmeisho) for a fee: it is the formal proof that the act entered. By post, the shipment's tracking + the municipality's reply close the trail.

When people are needed

Acts with originals and identity checked, deliveries with deadlines, volumes the envelope can't hold, and the Japanese classic: the ambiguous case that needs a conversation — the madoguchi solves by talking what the post would return without creative explanation. The bearer brings the dossier, the ininjō when acting for another and — the Japanese rule — everything without corrections.

What to demand from whoever goes

A photo of the receipt/juri shōmeisho, the date and the municipality, and the madoguchi's account — the Japanese official explains with precision what is missing and what happens next; that captured explanation is worth the mission. What is the juri shōmeisho?+

The certificate that the municipality RECEIVED a todokede (e.g. of marriage) — issued for a small fee. For effects abroad, it is frequently the document that proves the act before it appears in the updated koseki.

How long until the act appears in the koseki?+

Days to a few weeks after the todokede, per the municipality (and if the honseki is in another city, the internal routing adds). Plan: first the act enters, then the updated koseki is ordered.
