A Guanajuato acta is apostilled in Guanajuato — at the state's Secretaría General de Gobierno (federal ones, at the Gobernación). Also check whether your state apostilles the national portal's printed copy or requires the state one — the answer changes which paper goes in the envelope. And digitise everything first: acta and apostille, in high resolution.
