The PSA and the SECPA paper

Municipal civil records flow up to the PSA, which issues the national certificates on SECPA security paper — the format every Philippine and foreign office recognizes. Birth, marriage and death certificates (and the CENOMAR — the 'no marriage' certificate, a local peculiarity required in matrimonial processes) come out centralized.

The worldwide request

The official portals accept requests from any country, international cards, and DISPATCH worldwide — the Philippine corridor works without a representative for standard cases: you request from São Paulo, it arrives in São Paulo. The OFW diaspora's infrastructure at the service of any descendant.

The DFA apostille

Since 2019 the Philippines is in the Hague system: the DFA apostille (with consular offices spread around) replaced the old chain authentication (the 'red ribbon', retired). The typical route

English on the documents: the cheap sworn translation closes it. Late registration (delayed registration, common in the Philippines) has its own procedure when the record doesn't exist.

Heads up

The CENOMAR and late registration are the peculiarities to know: matrimonial processes demand the first; old rural records frequently require the second (the municipal procedure of belatedly registering an unrecorded birth). The local executor resolves the second; the portal delivers the first.
